The preserving and storing of a nation’s historic documents is an important task. This task is being carried out in Sri Lanka by the state.
The collection, preservation and indexing of published material in Sri Lanka, is legally safeguarded. Initially, the University of Ceylon carried out the compilation of national bibliographies when it was in Colombo and later at its campus in Peradeniya. Subsequently, a separate institution called the Ceylon National Library Services Board became responsible for this task. The compilers published a periodical called the Sri Lanka National Bibliography in 1965.

later at its campus in Peradeniya. Subsequently, a separate institution called the Ceylon National Library Services Board became responsible for this task. The compilers published a periodical called the Sri Lanka National Bibliography in 1965.
Theoretically, any publication in any language by any author, published in Sri Lanka, was to be included in this periodical. In effect however, this did not happen. Firstly, this ‘quarterly’ periodical has not come out on a quarterly basis. It was more an irregular publication. Secondly, it ignored all Sri Lankan Tamil publications. The reason for this was a lack of staff conversant with Tamil, in the National Library Service. Further, Tamil authors and publishers did not show much concern with publications by a Sri Lankan government department. Added to this was the fact that more than half of Sri Lankan Tamil publications have been published abroad in India or Malaysia or in countries around the world with a large expatriate Sri Lankan Tamil population – countries like Europe, Canada, Australia and the United States. Such publications will never be included in a Sri Lankan national bibliography as such publications are treated as ‘foreign’ publications.
The Tamil community in Sri Lanka and abroad is trying to remedy this shortcoming. This is the reason for the Sri Lankan Bibliography with special emphasis on Sri Lankan Tamil arts and literature.

WHAT WE NEED
The time is now ripe when we should begin to document all our Sri Lankan Tamil publications from the commencement of a Tamil printing media in Sri Lanka. We had hoped that the state would take the task upon itself but events proved otherwise. In the late 80s and early 90s I tried to persuade the Sri Lankan National Library to publish a separate Sri Lankan Tamil Bibliography without regard to geographical boundaries, but failed. I then contacted the University of Jaffna and asked them to begin at least with a bibliography of their own collection, but again failed.
EARLY ATTEMPTS
In the light of these unsuccessful attempts and with my personal experi- ence as a librarian and information scientist, I had undertaken the compilation and publication of a Sri Lankan Tamil Bibliography in 1990. This bibliography was called Nool Thettam and was published on a quarterly basis. Every quarterly issue so far, has contained 50 entries of recent Sri Lankan Tamil publications from home and abroad. Apart from bibliographical entries, there are also articles on the book publishing industry and news on new book launches. Unfortunately, due to the political situation in Sri Lanka Nool Thettam had to cease publication.

WHAT HAS BEEN DONE SO FAR
Even after I settled down in the United Kingdom the need for a Sri Lankan Tamil Bibliography was always uppermost in my mind. I have continued to collect and compile material for a bibliography. I have been able to compile all the published issues of Nool Thettam into one volume of 1,000. The first volume was published on the 1st June 2002, the Remembrance Day of the burning of the Jaffna Public Library. Consecutive two volumes were published in

of my own financial resources. I won moral support from various leading personalities in Sri Lanka and abroad but, unfortunately, I was not able to sell sufficient copies to defray my expenses. Unfortunately, even though each volume was in itself a historical document pertaining to the literary world, only a handful of Tamil writers were willing to purchase a copy for their own records. I expect educational institutions, libraries and the general Tamil population to give me their valuable support.
WHAT NEEDS TO BE DONE
The first three volumes of 3,000 entries will not serve the purpose of this compilation. I have estimated that around 10,000 to 12,000 Sri Lankan Tamil publications are ready for documentation. The painstaking and time-consuming task of compiling the next thousand entries is proceeding on target.
WHAT I NEED
I need approximately £1,500 to print each volume. Going through past experience, I would like this volume to be sponsored by a few well-wishers in the UK. Although friends have suggested that I seek to cover the cost of publication of trade advertisements, this goes against

reputation and name, have been visiting the northeast over the past eight months since the Agreement was negotiated and given of their knowledge – be it on agriculture and crop management, computer software development, or the rehabilitation of reservoirs and irrigation canals.
One such visitor is a bibliographer and librarian, who lived the last several years in Britain. He is here to lend his expertise and knowledge for the redevelopment of the Jaffna library and similar institutions. What is engaging about the man however is that he already has a remarkable output, produced through sustained but silent labour, which goes to show the commitment he has to his work.
“It took me two years to compile Nool Thettam that has 1000 annotated entries,” said N. Selvarajah, speaking to the Northeastern Herald.
Selvarajah’s beginnings were comparatively modest as the librarian of Chunnakam Ramanathan College in the 1970s. After a stint of being in charge of Sarvodaya’s library in the Jaffna District, he became the librarian at the Evelyn Ratnam Institute in Jaffna and later at the International Centre for Ethnic Studies (ICES) in Colombo.

devoted to library development and was in charge of two of its publications dealing with library science and bibliography.
His visit to Sri Lanka was partly in connection with the publication of Nool Thettam that was launched in Colombo last Sunday. This compilation of 1000 entries is classified into three: according to subject, which are the principal entries, followed by classification on the basis of titles and authors. They are also annotated. Nool Thettam is formatted according to the Dewey decimal classification. The significance of Selvarajah’s work can only be seen when it is examined against the parlous state in which bibliographical classification of Tamil books from Sri Lanka is.
“I believe there are between 5000 and 8000 volumes of Tamil writing from Sri Lanka,” said Selvarajah. It is also important to note the volumes he is referring to are books starting with the Story of Assambai in 1895 and do not include writing preserved in ola form.
What is however alarming, but not uncommon in this country, is that these 8000 volumes are not recorded in their entirety anywhere. “It is the function of a national library to collect and record all of a nation’s writings. This has not happened here,” Selvarajah stressed.

of that country. Therefore India and the west include in bibliographies only Sri Lankan Tamil writing published in their respective countries. Sri Lanka that should have a central repository of Sri Lankan Tamil writing does not have one.
“This is especially unfortunate because roughly about 70% of Tamil writing by Sri Lankan authors is published outside the country,” says Selvarajah.
He estimates that only between 500 and 700 titles by Tamil authors from f
Sri Lanka would have found a place in the bibliography compiled by the Sri Lanka National Library Services Board. “How would they have a comprehensive bibliography when they do not have access to exhibitions of Tamil books overseas?” asked Selvarajah an amused smile playing on cherubic face.

– not being registered at the national library is due to printers who are obliged to send copies to the archives being either lazy, or constrained by costs to do so.
“I do not think it is a deliberate policy of the government to sabotage Tamil writing. Rather, it is sheer carelessness. They do not have sufficient number of staff that read and understand Tamil. Of course you could say it is deliberate on the basis these organisations do not recruit Tamil-speaking staff,” Selvarajah conceded.
Of publishing done of Tamil books by Sri Lankan authors overseas, almost 80% is in south India. Since most of the books are self-published, these author-publishers prefer India because publishing is very cheap.
“The other advantage is the Government of India has a scheme whereby the state purchases around 300 to 400 books to distribute among the school and state libraries. This guarantees that at least some books sell.

even keel till about the 1960s. They took an upward climb soon after.
“I think the introduction of swabasha as the medium of instruction in the late 1950s and early 1960s helped this trend,” Selvarajah said. The imposition of controls on importing books by the SLFP government of Sirimavo Bandaranaike in the 1970s also helped by forcing Tamils of Sri Lanka to write, and the trends that were established refused to dry up even after book imports were liberalised later.
The upward trend of this period reached a plateau between the late-1970s and early-1980s after which there was a steep rise once more, “And the trend is still going on,” says Selvarajah.
He attributes three different stimuli for this second upsurge of Tamil writing from Sri Lanka. First, with the war, Tamils from Sri Lanka had a story to tell; second the relative economic prosperity in western societies and India for some immigrant Tamils give them the luxury to indulge in literary production.
“Thirdly, immigration has allowed us to view our national problems from a distance and helps to give it perspective,” said Selvarajah, with a far away look descending upon him as if to emphasise the point.

However, unlike post-colonial literatures in English for instance, where immigrant writing has focussed on non-white experience in western societies such as alienation and inability to come to terms with new realities, Selvarajah says Sri Lankan Tamil writing, especially fiction, does not necessarily conform to that mode.
“Much of the writing in poetry and short stories tends to be experiential. Interestingly, there is very little love poetry; much of the verse is revolutionary or speak of the horrors of war,” explained Selvarajah.
There are also important non-fiction works that have come through the meeting of cultures. He spoke of a German – Tamil dictionary with contemporary references compiled by V. Saravanabahwan in 1992 as one example.
Selvarajah looks upon his own work as path breaking in the general bibliography category of Sri Lankan Tamil writing. There have been subject bibliographies compiled in the past. Sri Lankan Tamil novels

published between 1895 and 1975 prepared N. Subramaniam of the University of Jaffna is one such. S. H. N. Jameel has published a bibliography of Sri Lankan Muslim writing from 1895-2000 in four volumes, which though having 1975 entries, is unfortunately not annotated. Another work is Bibliography of Sri Lankan Tamil literature prepared in the 1970s by Kanagasenthinathan. Bibliographies of Tamil writing in Sri Lanka, compiled in Tamil, is pretty much limited to these.
Speaking of the Jaffna public library onto whose board of advisors he was appointed in 1991, he said it had always remained a municipal library. “Jaffna library, despite its vast resources, was not famous till it was burnt down,” he said. “And then it assumed a political significance”. Since it was not a national library, Jaffna did not have a book depository. Therefore, all books published in Tamil did not reach it. Since the depository was the National Library Services Board in southern Sri Lanka (first at the University of Peradeniya under the able guidance of H. A. I. Goonatilleke before it was shifted to Colombo), printers in the northeast were reluctant, or just careless about sending copies of published works in Tamil for registration. Selvarajah said there

He said a national library is a structure, which has a legal book depository. Jaffna library however, even if it is reconstructed, will remain a municipal library. A possible solution is to make it a wing of the National Library Services Board as in the U.K where the national library has wings in different parts of the country. If this is accomplished, Jaffna library could legally access resources for library development for collecting, cataloguing and compiling bibliographies.
Selvarajah believes that a national bibliography should be put together once the Jaffna library or a similar institution catering to the compilation of Tamil books and journals is set up. This will be an authoritative body with the necessary legal backup. “Till then I will do it,” he says.

Now the first volume of 1000 entries is complete, Selvarajah is compiling the second volume that will contain the next 1000 entries. He expects to bring out six or seven volumes to cover a substantial portion of his area of specialisation. He said his visit to Sri Lanka is also partly a fund-raising mission. He hopes to go to France and Malaysia shortly to drum up financial support for the forthcoming volumes.
“I also hope to obtain support from authors by asking them to provide information about their books. They could send me a copy, if they can afford it. Otherwise, even vital information about the book such as title, author’s name, printer, contents, number and size of pages would be welcome,” said Selvarajah.

THE NEED FOR BIBLIOGRAPHIES
Books are the means through which a race conveys its culture, ideas, ideals, way of life, life values and accumulated wisdom of the ages from one generation to another- to its own people to the rest of the world.
The need for a National Bibliography - a systematic guide to the literature, history and culture of a land and its people- was recognised in Sri Lanka during the 19th century. The Publishers Act 1885 (Chapter 179) stipulated that a list of every printed book available in the country should

The need for a National Bibliography - a systematic guide to the literature, history and culture of a land and its people- was recognised in Sri Lanka during the 19th century. The Publishers Act 1885 (Chapter 179) stipulated that a list of every printed book available in the country should be included in the Fifth Part of the Government Gazette. In 1949 Sri Lanka (then Ceylon) became a member state of the UNESCO and the need for a modernised Bibliography was further stressed.
In 1952 a sub committee was appointed to facilitate the compilation of a National Bibliography to meet international standards. It was decided that the University of Peradeniya was the most suitably placed institution for this venture. In 1962 the first volume of a National Bibliography was published from Peradeniya.
Subsequently the Government decided that the publication of a National Bibliography should come under the purview of the National Library services and the venue of its publication was changed to Colombo.
From the time the National Bibliography became the responsibility of the National Library services the publications were irregular, coding of books were not systematically carried out and its distribution was not uniform.

through his own efforts compiled a Bibliography of books in English. He published his work – “A Bibliography of Ceylon: A systematic guide to the Literature of the Land, people, their history and culture published in the western languages from the sixteenth century to the present day”. This Bibliography of English books published in 5 volumes between 1970 and 1983 was highly commended and remains an international reference work on Sri Lankan Studies.
THE QUESTION OF TAMIL BOOKS
The Sri Lankan National Library Services Board continued to publish its own Bibliography which included Sinhalese, Tamil and English titles.
Although there have been about 8000 Tamil books by Sri Lankan authors to this date, only about 500 titles have found a place in the Bibliography compiled by the National Library Services. It may be that the publishers of Tamil books may be failing to send their publications to the Library Services Board. But many point out that even the books that were sent were not catalogued and processed as they do not have the manpower to undertake this work involving Tamil books.

Over the past two decades about 40% of all books by Sri Lankan writers in Tamil are published abroad – outside Sri Lanka. There is certainly an upsurge of Tamil writing over the last twenty years. The ethnic violence in the country, a war situation, and a mass exodus of people from Sri Lanka to all over the world – had given a new dimension to writing. Furthermore almost every family had a story or life experience to tell.
The relative economic prosperity of the west enabled the new writers to publish their work on their own, and their writing from outside their native country gave a different perspective to our national problems.
Such writing – some of them of a very high calibre – never found its way into the Bibliographies compiled by the Sri Lankan National Library Services. It is this shortfall of commission and omission that is being addressed by Mr. N. Selvarajah.

entries in its first volume could become the starting point of a National Eelam Tamil Library Bibliography or an Eelam Tamils Central Responsibility.
Mr Selvarajah – a well known Librarian and Bibliographer began his career in 1976 as a librarian at Ramanathan College, Chunnakam in Sri Lanka. And then served as the Central Librarian for the Sarvodaya Shramadana Movement in the Jaffna District.

During 1981-82 he served for a year in Indonesia under the United Nations Development Programme, where he organised a Model Rural Community Library System for that country in the Village Marengmang near the provincial capital, Bandung, in the Island of Java .
In 1983 he became the Chief Librarian at the Evelyn Rutnam Institute for Inter-cultural studies affiliated to the Jaffna College. In 1990 he became

In 1990 he became an advisor to the Department of Hindu Culture under the Ministry of Cultural Affairs in Sri Lanka. Since 1991 Mr. Selvarajah is a consultant to the Jaffna Public Library.
Living in Britain for the last decade it was his unstinting effort – Love of his profession – and single mindedness – which produced the first volume of his Bibliography. His labour of love continues – a second volume containing a further thousand entries has been released recently.
It is time that Public Institutions, private financiers, or perhaps even the Government of Sri Lanka should step in and promote, finance, distribute, disperse and deposit this invaluable Bibliography which would be useful for generations to come.
In India every state has a scheme under which about 500-1000 books are purchased by the state from publishers for distribution to schools and public libraries. An introduction of such a scheme in Sri Lanka would be a tremendous boost to our writers to distribute their books.

TAMIL BIBLIOGRAPHER NADARARAJAH ON A MISSION TO LANKA-SHARE!
Postal Officer Nadarajah Selvarajah spends his days number crunching in the post office finance department, then fills his nights cataloguing the Tamil culture of his native Sri Lanka.

Mr. Selvarajah says it wouldn’t have been possible without the help and support of his wife Viji. “I can’t concentrate when I have something on my mind,” he says. “But I don’t have to worry about anything at all. She happily took on the burden of running the home and raising the family so I could devote myself to my work.” Two volumes have already been compiled on the laptop computer at his Luton home in Hallwicks Road, a third will be published in August and few more are at the planning
stage.
Each contains about 1,000 titles and Mr. Selvarajah says proudly: “They have been formatted according to the
Dewey decimal classification system.”
Thousands of priceless books and centuries old implacable Tamil manuscripts went up in flames when the Jaffna library, one of the finest in Southern Asia, was burned down in 1981 during

the Sri Lankan civil war.
Its renovation and restoration were hampered by a lack of funding and the bibliography of Tamil literature had been sadly neglected until Mr. Selvarajah took on this mammoth task.
The research skills he picked up while training as a librarian in Sri Lanka have been helpful during his five year mission. He says many of the books he comes across have never been classified or catalogued and he’s always thrilled to discover something old or unusual during his regular trawls through the British Library and India Office Library, where he’s found books dating back to the early 19th Century.
His work was recently rewarded at a prestigious ceremony in Toronto when he was one of only two overseas people recognized this way. He was presented with a gold medal, plaque and certificate commemorating his contribution to Tamil culture. He jokes that people don’t see him as a human being, only as a bibliographer- but sometimes this is to his advantage.

Nool Thettam Annotated Bibliography of Sri Lankan Tamil Writings home and abroad is the other creative contribution to the Tamil Dispora. The founder librarian Mr. N. Selvarajah has just produced his second volume of Nool Thettam. He expects to bring out six or seven volumes eventually. Having realised the parlous state in which bibliographical classification of the estimated 8,000 Tamil books from Sri Lanka is, Selvarajah earnestly started to compile and publish the first volume with 1,000 annotated entries in 2002. This compilation of 1000 entries is classified into three: 1.according to subject, which are the principal entries, followed by classification on the basis of 2.titals and 3.authors. They are also annotated. Nool Thettam is formatted ac- cording to the Dewey decimal classification.

SELVA’S LABOUR OF LOVE
Bureau de Change’s Nadarajah Selvarajah used to be a librarian in his native country of Sri Lanka. And the research skills he picked up have served him well over the last five years as he’s conducted a personal mission to catalogue the books of his native Tamil culture.

But the civil war in Sri Lanka, especially, has meant that many Tamil books have gone unrecorded over the years. “For the benefit of future generations I thought it was important to record for posterity the richness of Tamil publications.”
Selva has conducted much of his research in the British Library in London. Britain’s colonial ties with Sri Lanka make the library a fertile hunting
ground for Tamil books that have disappeared from public awareness.
Already his labour of love has seen him produce two volumes of his bibliography- and a third is on its way in August. Given that
each volume covers one thousand texts it’s not hard to
appreciate the challenge Selva has taken on.
“I expect my work will become increasingly difficult, as I delve further back in history,” he says. “But until a library or other institution compiles a national bibliography I will
do it.”

I am very delighted to introduce the next Thamilar Thahaval award recipient Mr. Nadarajah Selvarajah. Mr. Selvarajah confidently took on an enormous task that would have been expected to be carried out by an organisation or at least a group of people.

Mr. Nadarajah Selvarajah started documenting publications by Tamils in the form of a bibliography in 1990. This bibliography is called ‘Nool Thettam’. He has already compiled two volumes each having 1000 publications. The first volume was released in Thamil Sangam in Colombo and the second in the Jaffna Public Library. He is currently working on the third volume now, and is planning to release in total 5000 publications in five volumes.
This is an extremely difficult task that requires a lot of time and patience. Hence, it is a remarkable achievement to come this far, single-handedly.
Mr Nadarajah Selvarajah is from Anaikoddai in Jaffna. He is currently living in London, England with his family. After obtaining a diploma in librarianship in the mid seventies, he worked as a librarian in Ramanahan Girls College in Maruthanarmadam. He also held the position as librarian in many other institutions in the North and Eastern region of Sri Lanka.
In 1981 he worked in Indonesia for United Nations UNDP voluntary project. He worked on rural library development in a village called,

Marengmang in the state of Pandung. During the time he spent there he introduced various library services to the people of that village. To honour the tremendous work he did for the people the road in which the library is located on, has been named after him as “Jalang Selva”. It was also a great honour when the minister of education of Indonesia visited the library and appreciated his work.
After returning from Indonesia he worked again in Jaffna as librarian in various libraries. He then moved to Colombo and took charge of the research library of International Centre for Ethnic Studies.
At present he is holding many voluntary positions in several organisations. He is a member in the advisory board of Jaffna public library, a director of the division responsible for documentation division of London Tamil information centre. He is also Advisor to International Tamil writers association in Germany, Founder, and managing director of Ayothy library services. He is also currently compiling a bibliography for

He is also currently compiling a bibliography for Malaysian writers. He is a producer of the weekly radio show “kaalai kalasam” of LONDON IBC radio. He is a regular contributor of articles to medias like Thesam, Vadali, Puthinam, Thenrdal in London, as well as Thamilar Thahaval in Canada.
He has published many books in Jaffna as well as in London, just to name a few: New dimension of Tamil proverbs, Guide to Librarians, Hand book to beginners as librarians, Jaffna Library – a historical perspective. Tamil literature in Malaysia. These books were in Tamil as well some Eng- lish books such as: Select Bibliography of James T Rutnam and Rising from the Ashes.
To honour his valuable contribution to library services, writings, publishing and many other community services he is awarded with this year’s special award of Thamilar Thahaval and a gold medal by Lawyer and senior broadcaster in London, Mr. Vimal Shockannathan in memory of Thinakaran’s former chief editor Mr. Sivagurunathan.
