Thanabalasingam, The District Commissioner, The Principal, Ladies & Gentlemen, Let me first offer everyone of you present here a very warm and cordial welcome. It is a very refreshing thought that annually this function is graced by so many well wishers, friends and old scouters, which is an indication of the faith you have in the ideals and usefulness of the SCOUt mOV€Im€1lt. . We are doubly glad that we have as our chief guest Mr. A. Thanabalasingam who has for long associated him. self with scouting at Jaffna Hindu College. As an old boy, as one time member of the board of management of Jaffna Hindu College, as the President of the Scout Group Committee and as a prominent citizen of Jaffna, he has always been in the forefront of activities at our College. We recall with pride the occasion his son, T. Rajeswaran, a scout from our School, was selected to lead the contin. gent that went to the World Jamboree in the U. S. A. We also remember the occasion we camped in his farm at Puthukudiyiruppu and the trouble he took to come personally there to see to our comforts, So we are justly elated to welcome him as the chief guest this evening. My colleague, Mr. V. S. Subramaniam, and myself are somewhat handicapped by the absence of the cub movement in the school which has in the past served as a feeder movement to scouting. Yet the members on roll at present are 51 composed of Tender foot Scouts 2 Second Class Scouts 26 First Class Scouts 5 Scouts with Green Cords 14 Queen's Scouts 4. The year under review has been one of great success and we are indeed proud of our achievements,

Page 10 Our last field day was held on 14-9-69 with Mr. S. C. Muthukumaran, Asst. District Commissioner and our former Group Scout Master, as the chief guest. It was a veritaable succes and the publication of a souvenir and the distribution of awards to winners of the panel competitions were two noteworthy accompaniments. At the Annual District Rally we were the winners of three awards, viz. first in the Chips - for - Jobs Collections, second in the Standing Display and third in the Arena Display. Again in the Job Week held in February this year we received such enthusiastic and ready response from parents and old - boys that we collected a total of Rs. 1033-50 which again will entitle us to the highest collection award for the second time consecutively, at the next rally. Our camp at Puthukudiyiruppu was indeed a memorable one. Though rain intervened, we spent five days there admidst hectic activity. The intensive training our scouts received there immensely helped them to imbibe useful characteristics of Scouting - tolerance, a sense of camara derie, community living, endurance, powers of observation, co-operation respect for the other's rights and privileges, etc. Five of our scouts attended the patrol leaders' training camp at Velanai organised by the local association. Examinations for proficiency badges were held at a weekend camp organised in the college premises. Our congratulations are due to Mas. K. Puvirajasingam and Mas. P. Thillainathan for obtaining the Queen's Scout badge. Mas. S. Thillainathan, our troop leader, attended a scouter's training camp at the Old Park, Jaffna, and secured a warrant as Assistant Scout Master. Our thanks are due to: Mr. N. Sabaratnam, our Principal, who has always been a source of inspiration, guidance and help; Mr. T. G Arasaratnam, the District Commissioner, who always responded to our invitations and gave us useful and practical advice; Mr. R. E. Rajanayagam, the Secretary of the local association, who was ever ready and willing to render all the forms of assistance we requested of him and who has come to our College on numerous occasions to hold proficiency tests and help us; Mr. S. Somasegarm of Skandavarodoya College who helped us to rain our scouts for the numerous tests and also served on the panel of examiners; Master S. K. Moorthy, J. Ponniah and members of the training camp for all their help; Mas. T. K. Yoganathan for functioning as the Senior Instructor; The Scout Group Commitee, its President Mr. A. Thanabalasingam and the Secretary Mr. E. Mahadeva in particular, for all the advice, guidance and help. We are glad to welcome back into our fold Mr. S. C. Muthukumaran as the new President of the Scout Group Committee and Mr. R. S. Sivanesarajah as its new Secretary. This great, world - wide movement initiated by Lord Baden Powell has a powerful impact on the youth of any nation. In producing capable, useful, dedicated citizens with a sense of loyalty and patriotism, scouting is an unparalleled mode of moulding the future. High and noble are the ideals to which scouts are wedded and it is here that the youth learns of equality and world brotherhood. In our strides towards a peaceful, happier, one world scouting plays a very dominant part. Therefore we beseech the co-operation of all in our quest for a better world. Thank you. J. H. C. - N. Page 18 வாழ்த்துகிருேம் சென்ற பல வருடங்களாக எமது ஆலோசனைச் சபையின் தலை வராக இருந்து எமது குழுவுக்கு பெருந் தொண்டாற்றிய இன் றைய பிரதம விருந்தினர் திரு. ஆ. தனபாலசிங்கம் அவர்களை காம் போற்றமலிருக்க முடியாது. யாழ்ப்பாணம் இந்துக் கல்லூரியில் சிலகாலமாக ' தேவன் ’, கைபடாத விழாவே இல்லையென்று சொல்லலாம். எமது ஆலோ சனைச் சபையின் காரியதரிசியாக இருந்து வருடா வருடம் கடை பெறும் இத்தகைய விழாக்களுக்கு ஊன்றுகோலாய் அமைந்த திரு. இ. மகாதேவா அவர்களுக்கு நாம் எவ்வகையில் ஈடு செலுத் தப் போகிருேமோ தெரியவில்லை. சென்ற எட்டு வருடங்களாக குருளையாய், இளஞ் சாராணனுய் சிரேட்ட சாரணணுய்ப் பின் சாரணர் பயிற்சியாளனுய் யாழ். இந் துக் கல்லூரியில் கடமையுணர்ச்சியுடன் திறம்பட கடமையாற்றிய எங்கள் இராணிச் சாரணன் மா. தாமோதரன் அவர்களை நாம் மறக்க முடியாது. கல்லூரியில் சாரணர் மத்தியில் எப்பொழுதும் ஒரு தனி இடத்தைப் பெற்றுக்கொண்ட தாமோதரன் பல பரிசு களைப் பெற்றர். நாம் பெற்றுக்கொள்ள ஏதுவாயிருந்தார். இத் தகைய மாவீரன் தாமோதரனை நாம் பாராட்டாமல் இருக்கமுடியாது. எமது மத்தியில், கல்லூரியில், எமது குழுவுக்கு ஆணிவேர்க ளாக இருந்த பலர் இவ்வருட முடிவுக்குள் இளைப்பாற இருக்கி றர்கள். நாம் இன்றைய முன்னணியில் இருந்து கடமையாற் றக் கூடிய சூழ்நிலையை உருவாக்கித் தந்தவர்கள் அவர்களே யாவர். கல்லூரியிலிருந்து இளைப்பாறினுலும் எங்கள் குழுவுக்கு அவர்களின் சேவைகள் தொடர்ந்து கிடைக்குமென எதிர்பார்க் கிருேம். இம் மலரை உருவாக்க உதவியளித்த அத்தனை விளம்பரதாரர் களுக்கும், இம் மலரை அழகுற அச்சேற்றித்தந்த சைவப்பிரகாச அச்சியக்திரசாலே அதிபருக்கும் எமது மனமார்ந்த பாராட்டுதல் களைத் தெரிவித்துக் கொள்ளுகிருேம்.
