The Government of North-East Province was committed to fulfilling this aspiration. With the inauguration of the School of Agriculture at Vavuniya on 27th September, 1989 this aspiration is realis cd. Located as it is in the North-East Province, it will develop in harmony with the social a Tld agricultural environment. The sentiments of the people are honoured when instruction is imparted in their own land ill their own linguage. The School will evolve as a focal point of research ilric duction. In the current context agriculture should march in step with modern scientific knowledge. Production level in the North-East Province a Te high cnough at pres ont t () genera Le a surplus. But what is crucial is to enhance productivity in order to increase the agricultural income of the fait mer. Thc farming community should be induced to realisc that the benefits of iigricultural cffort would preclate to them in a real sense. Through the Illicchanism of pricing, the Government of NorillFast Province will enhance the purchasing PWI of the files. The stimulus to increasec production should flow from such ilction. The School of Agriculture would undertake }ldequa te studies to solve problems and to help in modernising agriculture. It is essential that the students should have adequate portal, C tical orieTıLtion to buttress their academic training. This blend of theory ind practicc should pervade the curriculum of the School, I trust the school will discharge the noble task of extending hic frontiers of knowledge in the sphere of agriculture. May suy the Gover ment of the North - East Province places a high premium on agriculture and livestock development. Agriculture is a very important sector in the economy of the country. It is also a very complex area. Production is only one aspect of it. The whole gamut of research, extension, credit, marketing, floor pricing, delivery of inputs, question of farmer incomes, costs and benefits, alternative uses of land, tariff policies, infrastructure development, etc., are all relevant and form an integral part of Agricultural policy. Agriculture also has an emotive content, because it deals with food, the peasantry and questions of food security. Therefore, education, training and skills development is essential to the future of a productive, and thriving agriculture. It is with pleasure therefore that I welcome the opening of the new school. I hope and trust that from the outset high standards will be maintained and that the products of the Agricultural School at Vavuniya will be a credit to the Country, f wish the school all success

Farmers have the talent and experience. Above all there is a quest for excellence, However the benefits of scientific agriculture have not reached them fully. To take them to their door step is the responsibility of the agriculturist. Scientists and the researchers have to equip the agriculturist with that knowledge. To induct the fil Time T into the process of modern agriculture, a corpus of trained personnel is necessary. Building up of such a group is a continuing activity. This objective will be kept sharply in focus by thc Schlol of Agriculture. Page 10 கல்வி கலாசார விளையாட்டுத்துறை அமைச்சு திருகோணமலை ஆசிச் செய்தி எம் எம். மன்சூர் செயலாளர் தமிழ் மக்களின் பாரம்பரியப் பூமியின் வன்னிப் பிரதேசத்தில் அன்னை மொழி மூலம் விவசாயக் கல்வியூட்டுவதற்காக ஆரம பிக்கப் படுகின்ற முதலாவது விவசாயக் கல்லூரியின் அங்குரார்ப்பண விழாவை மு ைனிட்டு வெளிவரும் மலரிற்கு ஆசிச் செய்தி வழங்கு வதில் மட்டற்ற மகிழ்ச்சியடைகின்றேன். “உண்டி கொடுத்தோர் உயிர் கொடுத்தோரே' என்ற புற நானுாற்றுக் கூற்றுக்கேற்ப எம்மை உறுதியானவர்களாகவும், உயி ரோட்டமுள்ளவர்களாகவும் வைத் திருப்பவர் எம் விவசாயிகளே. தொன்மை மிக்க விவசாய பூமி வன்னி, இவ் வன்னி மண்ணில் விவ சாயக் கல்லூரியொன்று திறக்கப்படுவது பொருத்தமானதேயாகும். முதலாம் உலக நாடுகளின் கைத்தொழிலாக்கத்தின் ஆணி வேர் பசுமைப் புரட்சியாகும். வரலாற்றுக் கண்ணுேட்டத்தில் விவசாயத் தின் விளை திறன் விஞ்ஞானத்தின் விந்தை. விவசாய பூமியில் விஞ் ஞானம் நடைபயின்ருல் நாமும், நாடும் செழிப்புற்று இன்புறு வோம் என்பதில் ஐயமில்லை. கடந்த காலச்சம்பவங்கள் எமது வளர்ச்சிப் போக்கில் நீண்ட காலத்தைப் பின் தள்ளி விட்டது. இழந்தவைகள் ஈடு செய்யப்படல் வேண்டும். தியாக சிந்தை, மனே உறுதி, விடா விவேகம் போன்ற சவால்கள் எதிர்கொண்டு வென்றெடுக்கப்பட வேண்டியவைகள். மனுேபாவ மாற்றம் பசுமைப் புரட்சியின் ஏணி, எமது பாட சாலைக் கலைத்திட்டத்தில் விவசாயம் இடம்பெற்றிருப்பினும் உரிய ஏணி வழியே செல்லாமையால் பசுமைப் புரட்சி அதன் பலனை நல்க வில்லை. உரிய வழிகள் பின்பற்றப்படல் வேண்டும். கல்வி கற்பதற்கு மட்டுமல்ல; கருமமாற்றுவதற்கும் என்ற உணர்வுடன் தொழிற்படுதல் வேண்டும். இம் மனுேபாவ மாற்றம் இவ் விவசாயக் கல்லூரியினல் தான் ஏற்பட முடியும் என்பது எனது திடமான நம்பிக்கை. இந் நம்பிக்கை ஒளிகளாக வெளிவர இருக்கும் இளம் சந்ததியினர் ஒளி மய0ான எதிர்காலத்தை காணவேண்டி எனது நல்லாசிகளை உரித் தாக்குகின்றேன்.

Munsoor Secretary It is with great pleasure that I send this Message to the Souvenir that is being published to commemorate opening the first school of Agriculure sited at Wavuniya and to exclusively serve the Tamil speaking people of this country. Agriculture has by and large been the Chief occupation of the majority of the people living in the North-Eastern Province. Nevertheless, the average farmer has failed to take full ad wantage of the spectacular advances in the modes and techniques of farming. Farming habits have not considerabily changed with the times. Even those who have had exposures to the most improx wedi techniques of farming havc failed to plunge themselves in practical sarming. Admittedly the school system had also not lent itself to the popularisation of new techniques and the development of the right mental attitudes among the people, although agriculture had been in the regular curriculi of our secondary schills for WCTy fililly years. What was taught has been on the blackboards within the four walls of the classroom, inspite of the immense back up by the Education Ministry by way of equipment, tools, etc. It is hoped that thosc who graduate from this new School | Agriculture will work with, a missionary zeal and be the pioneers of a "Green Revolution' we are all longing to see in our Province. Page 12 Departmeht of Agriculture, Peradeniya dtil ez a ge Dr. Irwin Gunazevardena Director of Agriculture I am very thankful to the North & East provincial Council for inviting me to give a message on the occasion of the opening Ceremony of the School of Agriculture, Wavuniya. One of the main objectives of setting up this School of Agriculture is to encourage G. C. E. qualified youth to become self employed through agricultural enterprises. Agricultural production and productivity in the North & East Provinces rests largely on trained agricultural personnel. While available land must be put undcr maximum productivity levels, appropriate technologies should reach grass roots level as quickly as possible. Some of the passed out students of the School of Agriculture can be employed as middle level agricultural extension agents, to assis in increasing the agricultural productivity of farmers. It is a significient achievement for the N & E provincial counci, Lo hawe cestablish cd a School of Agriculture, in a very short time, Sri Lanka is predominantly an agricultural Country and her progress depends mainly on agricultural development. Although Ilew technologies and resources such as land, water and seed material of new improved crop species are available, agricultural development will not progress without the services of village level change agents. Establishment of the School of Agriculture will enable the N & E Provincial Council, to train and employ qualified agricultural person incl to speed up agricultural develop. ment in the region. I wish that the School of agriculture at Wavuniya will effectively help the farming families in the region to become self reliant, prosperous farmers, who will actively contribute to Agricultural progress in Sri Lanka, - 19 -

Page 13 The Role of the School of Agriculture in the National and Provincial Context Dr. N. VIGNA RAJAH Director of Agriculture (North - East) Socially and economically, in the national and provincial context, the agriculture sector (including livestock, production, forestry and fisheries, besides crop production) is still the dominant sector. The agriculture sector, contributes, to 27 percent of the Gross Domestic Product, employs 50 percent of the population and earns 58 percent of the foreign exchange. In Sri Lanka, there are 1.8 million small agricultural holdings covering an extent of 3.5 million acres. Two thirds of the holdings are with crops, alone and only 2.5 percent are purely livestock holdings. Studies on the nutritional status of the people reveal that 38 percent of our people are suffering from chronic malnutrition. Children, pregnant and lactating mothers are the most vulnerable in this category, malnutrition among them causing irreversible damages to the physical as well as mental make - up of Qur coming generations. In this background, the objectives of the national agricultural, food and nutrition strategy are: (a) Increased employment and incomes in urban and rural areas, particularly to benefit the poorer segments of the population and the educated younger generation, and to improve the quality of life. (b) Enhanced growth rate in agriculture, forestry and fisheries and to achieve Self-sufficiency in essential foods that could be produced in the country. (c) Increased earnings internally and through export from the traditional major perennial crops (plantation crops), minor perennial crops (minor export crops), new crops such as horticultural crops, and from increased production of animal foods. (d) Improved nutritional intake of the people, especially of the lower income categories. - 21 -

The soils of the NorthEast Province a Te more particularly of a diversified nature. Concommit antly, agricultural enterprises in the province are also diversified. We have made significant advances in agricultural research. Yet, even with a well org. Inized extension scrwice, the cind users of new technologics - mostly resource poor small farmers - have not been fully benefited. The need for technology transfer is so acute but we are constrained, especially in the North - East Province, by the lack of middle level trained personnel Thc demand for tr:Lincd personnel cma nates from the public and private (including self employment) sectors in the following fields: Crop Productioni Animal Production and Health. Land Development and Usc; Plantation Agriculture (includes cashew, sugar cane and coconut in the North East); Education; Agrelforestry; Fisheries, and, Agro industry. It is significant that this School of Agriculture in Wavuniya is the first of its kind in the North - East. The establishment of this School satisfies a very long felt need. The School curriculum and activities have bec so planned to produce men and women not only specialized in Agriculture but also TCSponsible citizens with leadership qualitics exposed to a wide spectrum of knowiculge and experict.cc. கச்சேரி, வவுனியா, செ. பத்மநாதன் அரசாங்க அதிபர், ஆசிச் செய்தி வட மாகாணத்தின் விவசாய கல்வியை வளர்ச்சி பெறச் செய்வ தற்காக கிளிநொச்சி, வவுனியா விவசாய பாடசாலை சுள் நீண்ட காலமாக செயல்பட்டு வந்தன. இவை ஒரு வருட பயிற்சி நெறியை இளேஞர்களுக்கு வழங்கி வந்தன. இதன் பெறுபேருகவே இன்று பல்வேறு தினேக்களங்களில் பணியாற்றும் கிராம பிரிவு ரீதியான விவசாயம் தொடர்பான பல்வேறு உத்தியோகத் தர்களேயும், த*லமை விவசாயிகளேயும் கானக் கூடியதாக உள்ளது. இவர்கள் உத்தியோ கீத்தர்களாக, விவசாயிகளாக மட்டுமல்லாமல் விவசாயம் தொடர் பான புதிய கண்டு பிடிப்புகளே கிராமங்களுக்குக் கொண்டு செல்லும் முகவர்களாகவும் பணியாற்றுகின்றனர். காலக்கிரமத்தில் வவுனியா விவசாயப் பாடசாஃப் குறுகிய கால பயிற்சி நெறிகளே பயிற்று விக்கும் தாபனமாக விளங்கியது. தற்பொழுது இரண்டு வருட டிப்ளோமா பயிற்சியை மத்தியதர டித்த இஃளஞர்களுக்கு வழங்கும் ஒரு பாடசாலேயாக தரமுயர்த்தி ஸ்டக்கு கிழக்கு மாகாணங்களுக்கான விவசாயப் பாடசாஃலயாக, பேருமளவு விவசாயிகளேக் கொண்ட வன்னிப் பிரதேசத்தின் மத்தியில் *வுனியா மாவட்டத்தில் அமைந்துள்ளனம வன்னி விவசாய மக்களுக்கு ஒரு வரப்பிரசாதமாகும். இச் சந்தர்ப்பத்தில் இப் பாடசாஃல வளர்ச்சியடைந்து, வவுனியா மாவட்டத்து விவசாயிகளுக்கு வேண்டிய சேவையைச் செய்யுமென எதிர்பார்ப்பதோடு, இவ்விவசாயக் கல்லூரி மேலும் வளர்ச்சியடைய வேண்டுமென வாழ்த்துகிறேன். - 23 -

Page 15 விவசாய அபிவிருத்தியில் விவசாயக் கல்வியின் பங்கு அதிபர் விவசாய அபிவிருத்தி என்பது விவசாய உற்பத்தியை அதி கரிப்பதோடு மட்டும் நின்றுவிடுவதில்லை. இந்த உற்பத்தி அதிகரிப்பு விவசாயிகளின் வருவாயில் அதிகரிப்பை ஏற்படுத்தி, அவர்களின் வாழ்க்கைத் தரத்தை உயர்த்துவதற்கு வழி வகுக்க வேண்டும். இத் தகைய ஒரு நிலை ஏற்படும் போதுதான் குடியான விவசாயம், இலா பத்தைக் குறிக்கோளாகக் கொண்ட வர்த்தக முறையிலான விவ சாய உற்பத்தியாக மாறுகின்றது. விவசாய அபிவிருத்திக்குத் தேவையான அத்தியாவசிய காரணி களை நாம் இனம் காணும் போது அதில் தொடர்ச்சியாக மாறிச் செல்லும் தொழில் நுட்பமும் ஒன்ருகும். இது இல்லாமல் விவசாய அபிவிருத்தி நடைபெற முடியாது. விவசாய உற்பத்தியில் தொடர்ச்சி யான வளர்ச்சி காணப்பட வேண்டுமா கில், விஞ்ஞான முறையில் கண்டுபிடிக்கப்பட்ட பண்ணைத் தொழில் நுட்பங்கள் உடனுக்குடன் விவசாயியைச் சென்றடைய வேண்டும். இத்தகைய தொழில் நுட் பங்களை உருவாக்குவதற்கு அறிவும், தேர்ச்சியும் பெற்ற ஆராய்ச்சி யாளர்களின் சேவை தேவைப்படும் இடத்தில், இத்தொழில் நுட் பங்களை விளங்கி இலகுவான முறையில் விவசாயிகட்குக் கற்பித்து அவர்களின் அறிவை உயர்த்துவதற்கு நன்கு சீரமைக்கப்பட்ட விவ சாய விரிவாக்க சேவையம் அவசியமாகிறது. விவசாயத்தில் நன்கு அறிவும் தேர்ச்சியும் பெற்ற பட்டதாரி கள் ஆராய்ச்சியில் ஈடுபடும் நேரத்தில், விவசாயத்தில் மத்திய தர தொழில் நுட்ப உத்தியோகத்தர்களின் சேவையும் இன்றியமையாத தாக இருக்கிறது. இத்தகைய உத்தியோகத்தர்கள்தான் விவசாயி களுடன் நேரடியாகத் தொடர்பு கொண்டு முறைசாராக் கல்வி மூலம் புதிய விவசாயத் தொழில் நுட்பங்களைப் பயிற்றுவித்து வரு கிருர்கள். மத்தியதர விவசாயத் தொழில் நுட்ப உத்தியோகத்தர் கள் விவசாயக் கல்லூரிகளில் பயிற்சி பெற்ற விவசாய டிப்ளோமாப் பட்டதாரிகளாக இருக்கிருர்கள். விவசாயத் திணைக்களத்தில் மட்டும் இன்றி, விவசாய அபிவிருத்தியுடன் தொடர்புடைய ஏனைய திணைக் களங்கள் தனியார் துறைகளிலும் இவர்களின் சேவை இன்றி யமையாததாக இருக்கிறது. - 25 -

Page 16 இதைவிட விவசாயத்தைத் தமது ஜீவனுேபாயமாகக் கைக் கொண்டு விஞ்ஞான முறையிலான விவசாய உற்பத்தியில் ஈடுபடும் இளைஞர்கட்கும், செயல்முறையுடன் கூடிய் சிறப்பான பயிற்சியை அளிப்பதற்கும் டிப்ளோமா விவசாயப் பயிற்சிக் கல்லூரியின் சேவை அவசியமாகிறது. வடக்கு - கிழக்கு மாகாணத்தின் விவசாய அபிவிருத்தியைக் கருத்தில் கொண்டு நோக்குமிடத்து மேற்கூறிய பயிற்சியானது இந்த மாகாணத்தில் அமைவதுதான் சிறப்பானதாகும். விஞ்ஞான அடிப் படையில் விவசாயத் தொழில் நுட்பங்களை நாம் எங்கு பயன்படுத் தப் போகிருேமோ, அந்தச் சூழலிலேயேதான் பயிற்சியும் அளிக்கப் பட வேண்டும். காலநிலை, மண்தன்மை, நீர்ப்பாசன முறைகள் மற் றும் பயிர்ச் செய்கை முறைகள் பிரதேசத்திற்குப் பிரதேசம் வேறு படுவதால் எமது பிரதேசத்திற்கு உகந்த முறைகளைப் பற்றிய பயிற்சி அந்தப் பிரதேசத்திலேயே அளிக்கப்படுதல் அவசியமாகிறது. இந்த அடிப்படையில் எமது பிரதேசத்தில் இத்தகைய பயிற்சி அளிக்கக்கூடிய ஒரு விவசாய டிப்ளோமா கல்லூரி இதுவரை காலமும் அமைய முடியாமல் போனது ஒரு பெரிய குறைபாடாகும். இந்த நீண்ட காலக் குறைபாட்டை வடக்கு - கிழக்கு மாகாணத்தின் மத்திய இடமான வவுனியாப்பிரதேசத்தில் அமையப் போகும் டிப்ளோமாக் கல்லூரி நிவர்த்தி செய்கிறது. - 26 -
