The Session Office in Room No. 35 will be open at 10 a.m. on Friday, 13th December, and from 9 a.m. on each day of the Session. (Tel: 83105, Ext. CAAS).
A Signature Book is kept in the Session Office. All members attending the Session are requested to sign this Book. Members are also requested to notify the General Secretaries of any changes in their addresses, designations, titles, etc. The Office Assistant of the Association will be on duty at the Session Office during the Session and Will attend to enquiries.
Membership Subscriptions, etc. may be paid to the Honorary Treasurer at the Session Office.

REPORT OF THE TWENTY THIRD ANNUAL SESSION
The Twenty third Annual Session was held in the premises of the University of Ceylon, Thurstan Road, Colombo, from the 19th to the 22nd December 1967. The Session was declared open by Dr. G. P. Malalasekera, Chairman, National Council of Higher Education. This was preceded by a procession of members of the Council, the guest scientists and the past General Presidents in ceremonial dress.
Foreign Delegates and Guests
Chief Guest: The Chief Guest was Sir Max Rosenheim, K.B.E., M.D., President of the Royal College of Physicians, London. He delivered three lectures:-
(i) “The Changing Face of Medicine" to the general membership
at the opening session;
(ii) “Polycystic Disease of the Kidneys-a special lecture to
Section A of CAAS; and
(iii) “Medical Education-a popular talk.
British Association: Prof. G. E. Fogg, Sc.D. (Cantab.), F.R.S., Professor of Botany in the University of London at Westfield College, was the representative of the British Association for the Advancement of Science. Prof. Fogg gave a lecture to Sections B and D on Blue-green Algae and Soil Fertility. He gave two popular talks on (i) “The International Biological Programme’ and (ii) “Botanist in the Antarctic’.
Indian Science Congress Association: Prof C. S. Ghosh, Professor of Electrical Engineering at the University of Roorkee, was the representative of the Indian Science Congress Association. Prof. Ghosh addressed Section C on “Use of Network Analyser or Digital Computer for Power System Studies-A Comparison and gave a popular lecture on “New Sources of Energy'.
Association of Scientific Workers of India: Mr. K. S. A. Gnanasekaran of the Central Electrochemical Research Institute, Karaikudi, represented the A.S.W.I. He delivered a lecture to Section E on “Electrochemical Science and Technology in India”.

Science Council of Japan: Prof. Tatsuzi Ito, Honorary Professor 蠶 Niigata University, represented the Science Council of Japan. He delivere a lecture to Section A on “Outline of Research. History of Tsutsugamushi Disease in Niigata Prefecture of Japan'.
Dr. J. C. Hawksley, C.B.E., M.D. and Senior President of the Royal College of Physicians, who was in Ceylon, was also one of the distinguished guests of the Association. -
Greetings from Sister Associations: Messages of greetings were received from the Pakistan Association for the Advancement of Science, the South African Association for the Advancement of Science, the Scientific & Technical Association of the People's Republic of China, the American Association for the Advancement of Science and the Czechoslovak Academy of Sciences.
Papers presented at the Session. The number of papers presented at the meetings of the various sections were as follows:-

Section A on 2012.67.

3. Visit to the Tyre Factory, Kelaniya, organised by
Section E on 22.12.67.
Exhibition of Books: The U.S. Cultural Center and the British Council participated in an exhibition of books.

Social Functions. On the 18th December the General President and Mrs. Cooray entertained the foreign guests, members of the Council and Session Committee members at a cocktail party held at their residence.
On the 19th December H.E. the Governor General was host at an evening party to the foreign guests and members of the Council.

On the 20th December Mr. R. K. Brady, Representative, British Council, entertained the foreign guests, members of the Council and Session Committee members at a cocktail party held at his residence.
On the 21st December the Hon. Prime Minister, Mr. Dudley Senanayake, was host at a dinner party to the foreign guests and some members of the Council at his residence at Temple Trees.
- As the Annual Dinner had to be cancelled due to the hotel strikes, the Council held a special dinner for the foreign guests at the Modern Chinese Cafe on the 22nd December. - -

TWENTY THIRD ANNUAL MEETING OF THE GENERAL COMMITTEE
Minutes of the Twenty third Annual Meeting of the General Committee held on 22nd December 1967 at 3.45 p.m. in King George's Hall, University of Colombo.
1. ATTENDANCE:
The General President, Prof. G. H. Cooray, was in the chair. 98 members were present (vide page 4).

2. NOTICE CONVENING THE MEETING:

4. MINUTES OF THE 22ND ANNUAL MEETING:
Mr. S. Selvaratnam proposed and Dr. U. Pethiyagoda seconded the
adoption of the minutes of the Twentysecond Annual Meeting of the
General Committee. This was carried.

6. 23RD ANNUAL REPORT OF THE COUNCIL:
6.1. Membership: Dr. Velaudapillai commented on the increase in membership of the Association by 178 and thanked all those who helped in enrolling new members. In particular he congratulated Section C which had enrolled 60 new members during the year.
6.2. General Matters: Mr. L. J. D. Fernando inquired why no mention was made of the proposed National Science Council. Prof. Cooray explained that the Bill was presented in Parliament in early December and that the Council had since then appointed a sub-committee to study the report. In reply to a question by Prof. Sultanbawa, the

General President stated that a special meeting of the General Committee would be convened before the Council made any representations on the Bill.
6.3. Publication of Agricultural Books. In reply to a question by Mr. Tissa de Silva, the General Secretary stated that the Asia Foundation grant did not entail any obligation on the part of the Association to the Asia Foundation. In reply to a question by Mr. L. J. D. Fernando it was explained that the grant was used to set up a revolving fund for the publication of a series of books on Agriculture in Ceylon.
6.4. Dr. S. L. de Silva inquired whether the Association had made any representations about the change-over to the metric system. The General Secretary stated that the Council had nominated Mr. L. A. D. I. Ekanayake to represent it on the Metric Divisional Committee of the Bureau of Ceylon Standards.
6.5. Anonymous Donor: The General Secretary tabled a lette from the anonymous donor, in which he declined the offer of Honorary membership of the Association which the Council had offered him.
7. STATUTORY COMMITTEES:
7.1. Board of Trustees: Dr. Ratnavale informed the General Committee that the Trustees had already taken possession of the land allocated to it for its headquarters. Prof. Sultanbawa referred to an earlier building plan which was estimated to cost Rs.600,000 and wanted the Association to complete its building as early as possible. Mr. A. N. S. Kulasinghe explained that the original estimates were now unrealistic and that though the new project was estimated at Rs. 3.5 million, it had been designed to be built in stages. Agreeing with Mr. Kulasinghe, Dr. Appapillai stated that the value of the building had to bear some relation to the value of the land which was estimated at Rs. 1 million. He also commended Dr. Ratnavale on the progress made and thanked Mr. Justin SamaraSekera for the plans. Dr. Velaudapillai appealed to the members to contribute at least Rs. 100/- each to the Building Fund.
8. SCIENCE EXHIBITION:
Dr. Ratnavale explained that the government support for the CAAS to hold a Science Exhibition had not materialised. However, the Ministry of Education had invited the Association to participate in the Siya Vasa Exhibition planned for 1969. He said that this suggestion was receiving the attention of the Science Exhibition Preparatory Committee.
Prof. Sultan bawa proposcd and Mr. C. Satkunananthan seconded the adoption of the 23rd Annual Report of the Council.

9. AUDITED STATEMENT OF ACCOUNTS:
Prof. Sultanbawa inquired as to why the subsidy for the annual dinner was high. The General President explained that a much larger number attended the dinner and there was also a larger number of guests present. Dr. Appapillai commented that the money realised on advertisements in 1966 was substantial and was more than three times the amount realised in previous years and that this could more than offset the relatively large subsidy incurred on the annul dinner. He further pointed out that a subsidy of Rs. 250 on each dinner ticket did help in a larger number of younger members of the Association attending the dinner.
Mr. Satkunananthan proposed and Dr. S. L. de Silva seconded the adoption of the audited statement of accounts. This was carried.

1. Dr. R. S. Ramakrishna relinquished duties as General Secretary as from August 31, 1968. Dr. N. Kodagoda was appointed General Secretary by the Council on 16th August 1968.

3. GENERAL MATTERS
National Science Council:-The National Science Council of Ceylon was established by Act of Parliament No. 9 of 1968 and came into operation on 22nd April 1968. The Council felicitated the Hon. Mr. M. D. H. Jayawardena on his appointment as Minister of Scientific Research and Housing and conveyed to him the fullest co-operation of the CAAS with the new Ministry of Scientific Research and Housing in its declared objective of promoting the advancement of Science and Technology in this country. The Council also drew the attention of the Minister to the fact that the following amendments to the Act were urgent:-
1. The provisions of Section 6(2) of the Bill should be suitably amended to include Research in the Engineering Sciences as a category of research for purposes of appointments under Section 6 (1).
2. The Council felt that difficulties would arise in the appointment of a Secretary-General under the provisions of Section 18 (1) and suggested that it should be amended as follows:-
“The members of the Council shall, in consultation with the Minister, appoint a Secretary-General who shall be the chief executive officer of the Council. He shall be an ex-officio member of the Council and be a whicle-time officer of the Council.

Minister of Scientific Research and Housing for the recommendations of the CAAS with regard to the appointment of members to the N.S.C., the Council Submitted a list of 24 names made up of 3 representing each of the following: Physical Sciences, Biological Sciences, Social Sciences and Engineering Sciences and 4 representing the Agricultural, Industrial and Medical Sciences.

Ceylon Junior Association for the Advancement of Science.-In pursuance of its objective of increasing an awareness of and interest in the objects and methods of science among the pre-University school population, the Council in association with the Popularisation of Science committee has planned to inaugurate a series of regional Junior Associations linking together the School Science Associations of an Educational region. The Constitution of such an Association, its rules and regulations and relationships witn the CAAS have been approved by the Council and negotiations are now in progress with the Ministry of Education and Cultural Affairs to obtain their approval and co-operation for such an organisation. -
Government Granti-With the establishment of the Ministry of Scientific Research and Housing the Council requested the Hon. Prime Minister to “transfer the CAAS from the Ministry of Education and Cultural Affairs to the Ministry of Scientific Research and Housing. The Hon. Prime Minister informed the Council that the request could be complied with, but since the bugetary estimates of the CAAS for the year 1968/69 had already been included in the estimates of the Ministry of Education and Cultural Affairs the grant for 1968/69 has been obtained from the Ministry of Education and Cultural Affairs. The Council requested the Ministry of Scientific Research and Housing to increase the grant to the CAAS to Rs. 100,000/- for the next year to enable the CAAS to carry out its programmes more effectively.
CAAS Publications:- The revolving fund set up by the Asia Foundation for the publication of books on Agriculture in Ceylon was used to publish a book “The Development of Agriculture in the Dry Zone edited by Dr. O. S. Peries, Proceedings of 3 symposia held by Section C in 1967 on “Roads. ' Housing and “ Investigations for Development Projects and ale now available for sale. The Proceedings of the CAAS symposium on “Food Science and the Development of Food Industry in Ceylon held in September 1968, the cost of which was borne by the Asia Foundation, is also available for free distribution to recognised institutes and libraries.
The first of a series of oooks on agriculture in Sinhala Diseases of Crop Plants in Ceylon and their Control" by Dr. D. V. W. Abeygunawardena has just been published.
Merit Awards to Scientists and Science Teachers:-The Council nominated Prof. B. A. Abeywickrama, Mr. A. N. S. Kulasinghe and Dr. S. Gnanalingam to serve as CAAS representatives on the panel of judges to select the Scientist of the Year for the award rhade by the UNESCO National Commission for 1968.

Symposium on Food Science and the Development of the Food Industry in Ceylon-In an effort to bring together to a common forum Food Scientists and those actively engaged in the Food industry the Council organised a 2-day symposium held on the 19-20th September 1968, at which 23 papers were presented by members of the CAAS and by those engaged in various aspects of the food industry.
Science Museum Project.-No further development of this project took place during the current year as the Ministry of Education and Cultural Affairs informed the Science Museum Sub-Committee that the National Pavilion in which the proposed museum was to have been housed, had been “temporarily loaned to the University of Ceylon. Colombo
for use as a library and reading room. -
Newsletter-Two issues of the Newsletter Nos. 11 and 12 were brought out in April and August this year.
Staff.-Mr. K. A. S. Jayaweera was appointed Accounts Clerk as from 1st October 1968.
Mr. K. D. P. Gunatilaka was appointed Co-ordinator. Popularization of Science as from 1st March 1968.

Lectures:-Prof. G. W. Causey addressed Section A on “The Cell -Electron Microscopic contributions to its structure on 26.1.68.
Prof. David Whitteridge addressed Section A on “The Visual Cortex' on 7.2.68.
Dr. G. E. Paget, Dr. O. P. W. Robinson and Dr. H. R. Wick remasinghe also addressed the members of Section A.
The lectures were well attended.
Symposia & Seminars:-A well attended symposium on Malaria was held in Colombo and later in Kandy in March this year. The Speakers were:—Prof. A. S. Dissanaike, Prof. K. Rajasuriya, Dr. M. M. Ismail and Dr. F. A. Wickremasinghe. A film show followed.
A Seminar on Leptospirosis was held in Colombo on 17th August 1968. The Speakers were:-Dr. K. Nityananda, Dr. S. G. de S. Wettimuni, Dr. W. A. S. de Silva and Prof. K. Rajasuriya. A discussion and film show followed. -
Publications:-A summary of the symposium on Malaria was printed as a folder and distributed. It is planned to publish the proceedings of the seminar on Leptospirosis.

Other Events:-A visit to S.S. Hope was organised for the benefit of our members and took place on 10th August 1968.
It is proposed to conduct a demonstration of newer laboratory techniques towards the end of this year.
Section B:
Three committee meetings have been held to date, and one more is to be held during November to finalise matters pertaining to the symposium on "Crop Protection' which is scheduled for the Annual Sessions.
A well attended symposium on 'Some Aspects of Agricultural Development of the Cool Hill Country of Ceylon was held at Peradeniya on the 19th August. The inaugural address was given by Mr. M. S. Perera, Director of Agriculture, and twelve papers were presented at this symposium. Discussion as well as audience participation was extremely lively, and this is amply confirmed by the several subsequent requests that have been made for having the proceedings of this symposium published. It has been decided by the Committee to have the proceedings published in the Tropical Agriculturist, or else, as a CAAS publication.

The publication entitled "Soils of Ceylon and Fertilizer Use sponsored by the Popularisation of Science Committee of the CAAS was out in print; and so was the Proceedings of the Symposium on the Development of Agriculture in the Dry Zone edited by Dr. O. S. Peries, the previous year's president.
The proposed excursion to Rajangana scheme in June had to be called off due to unavoidable circumstances.
A lecture on "An International Programme for Rice Research and Training by Dr. A. C. McClung, Associated Director, International Rice Research Institute, Philipines was held on March 7th.
A lecture on A New Climatic Map of Ceylon and its Application to Agriculture and Forestry by Dr. Mueller-DC mbois of the Smithsonian Ecology Project is scheduled for October.
A one-day Symposium on "Crop Protection" is scheduled for the Annual Sessions.
Thirty one papers have been selected for presentation at the forthcoming 24th Annual Sessions.
The activities of this section had to be somewhat restricted this year due to the fact that the international Rice Commission Sessions of the F.A.O. which were held at Peradeniya during 2nd to 14th September, involved a heavy commitment on the time, of the members of this section who belong to the Agriculture Department. At the same time, this was also a splendid opportunity for members of Section B to be closely identified in an international conference of this nature that was held in the home country.
The assistance given by the Department of Botany of the University of Ceylon, Peradeniya, as well as by the In-Service Training Centre of the Department of Agriculture, Peradeniya, for the holding of meetings and allied Services is gratefully acknowledged.
Section C:
Visits of Engineering interest were made by members and friends to the following sites:--
(i) Uda Walawe Project Headworks-the attendance in this case was excellent. Our thanks are due to the Engineers and Staff at the site for their enthusiastic Welcome.
(ii) The State Flour Mill at Mutwal-only about 15 persons attended
though the local Engineers made elaborate arrangements to entertain us.

Mr. K. Tharmaratnam, nominee of the Section, was one of the two CAAS representatives at the Pakistan Science Conference in February 1968.
Sectional newsletters and cards were circulated occasionally. Two committee meetings were held up to September 1968.
A few more visits and lectures are expected to be held in October and November, prior to the Annual Sessions. Some visits of Engineering interest in Colombo have been included in the programme for the Annual Sessions to facilitate outstation members.
Section D.
Four Committee meetings were held during the year.
Due to unforeseen circumstances sectional activities were suspended during the period February-May 1968.
The committee unanimously elected Dr. A. H. Sathananthan as its Secretary on 12.6.68 in place of Dr. C. G. Kannangara who went abroad. Mr. V. Balendran was also elected to the vacancy in the committee.
A two-day excursion to the Uda Walawe Scheme was organised on 23.7.68. Eight persons participated.
A lecture on Oceanographic Studies around Ceylon was delivered by Prof. C. Cox, Chief Research Officer of the research ship Argo on 30.6.68. This was well attended.

Indian Science Congress-Prof. B. A. Abeywickrama and Dr. R. S. Ramakrishna represented the CAAS at the 55th Session of the Indian Science Congress held at the Benares Hindu University, Varanasi, from 3–9 January 1968. -
All-Pakistan Science Conference.--Dr. M. W. Thenabadu and Mr. K. Tharmaratnam were nominated as the CAAS delegates to the 20th All-Pakistan Science Conference held at Dacca University, Dacca. from 3-8 March, 1968. Only Mr. K. Tharmaratnam was able to attend this Conference. -
International Biological Programme: -(i) Dr. P. Canagaratnam, National Correspondent for .B.P., represented the CAAS at the 3rd General Assembly and Associated Meetings of the Special Committee for the {.B.P. held in Varna, Bulgaria, from 2-10 April 1968.
(ii) Prof. J. Balogn (Chairman of Hungarian I. B.P.) and Dr. Irma Loksa, both of the Hungarian Academy of Sciences, were in Ceylon from 16th June to 6th July 1968 to study the fauna of Ceylon soils. This was part of their I.B.P. investigation of the fauna of the soils of the world. The CAAS organised the collection of soil samples for these two Hungarian scientists with the assistance of Dr. C. R. Panabokke, President Section B and head of soil Suveys of Ceylon.
Regional Seminar on the Ecology of Tropical Highlands:-Prof. B. A. Abeywickrama represented the CAAS at the Regional Seminar on the Ecology of Tropical Highlands held in Kathmandu, Nepal, from 7-15
April 1968.
1st International Phytopathological Conference.-Prof. O. S. Peries and Dr. R. L. de Silva, Were nominated to represent the CAAS at the 1st International Phytopathological Conference.
Second Conference of the Asian Regional Association for Biological Education-Prof. V. Basanayake, Director, School Biology Projectrepresented the CAAS at the 2nd Conference of the Asian Regional Asso, ciation for Biological Education held in Tokyo from 11-18 August 1968.

International Council of Scientific Unions (ICSU):-The CAAS continues to be the National Member for Ceylon. Dr. R. S. Ramakrishna was nominated to represent this Association at the 12th General Assembly Meetings of CSU to be held in Paris from 28 September to 3 October 1968. Since funds expected from ICSU head office in Rome to meet the travel expenses of Dr. Ramakrishna from Leeds to Paris and back. were not made available, it was not possible for him to attend these meet1ngS.
National Science Council, Zambia -The Executive Secretary of the National Science Council, Zambia, thanked the CAAS for the assistance given in their search for a Secretary-General of the Zambian N.S.C. The CAAS was also informed that Dr. Gamal Gad of the U.A.R. was appointed Secretary-General.
Unesco Biosphere Conference:-The Ministry of Scientific Research nominated Prof. B. A. Abeywickrama, Chairman of the I.B. P. National Committee, to represent Ceylon at the linter-governmental Conference of Scientific Experts on the Conservation and Rational Use of the Biosphere held in Paris from 4-13 September 1968. Prof. Abeywickrama could not attend this conference as the request did not reach him in time to make travel arrangements.

The test item sub-committee, finalized 5 multiple choice test papers for Units 3 and 4. Each test paper carries 10 test items usually sub-divided into the following categories:—

3. TRIAL OF THE FULL SBP CouRSE LEADING TO THE G.C.E. (O.L.) 1969
3.1. In response to the S.B. P. Director's request the Ministry of Education with the collaboration of the Department of Examinations made arrangements to meet the requirements of the pupils following the School Biology Project course to sit the G.C.E. (O.L.) biology på per in 1969.
3.2. It was our intention to limit the trials to 10 class rooms in ten schools of different categories in an around Kandy town. Due to the enthusiasm and interest of Education Department officials and School Principals we decided to increase the number to 16 schools with 23 class rooms in the Sinhala and English media (Sinhala 440 pupils, English 65 pupils).

3.3. First meeting of the Trial Teaching Team.
The inaugural meeting of the full course trial teaching" team was held on April 29, 1968, in the Faculty of Medicine. The Regional Director of Education, Mr. G. H. B. Ekanayake, Mr. M. M. Gunaratne of the Ministry of Education, Prof. H. Crusz, Dr. W. W. D. Modder of the SBP and the Department of Zoology, Dr. R. N. de Fonseka, Dr. BalaSooriya of the SBP and the Department of Botany, and the teachers of the trial teaching team were present. The director of the SBP. Prof. V. Basnayake, gave a brief account of the SBP in general and the course in particular.
3.4. The S.B. P. Course was launched in the trial schools at the beginning of the 2nd term of 1968.
3.5. The Trial Teaching team meets regularly, every week on P3 at 1.30 p.m. in the Departments of Botany or Zoology, University of Ceylon, Peradeniya. 17 such meetings have been held so far. The first half of the meeting is usually spent on the discussion of past week's work and in outlining guidelines for the next week's work. The second half of the meeting is devoted to some specific activity pertaining to the course or of an enrichment nature. These activities are usually conducted by the Dons of the Departments of Botany, Zoology of the SBP Staff. Here again Mr. James is the secretary and the proceedings are minuted by him.
3.6. Testing and evaluation.
3.6.1. Regular written feed back is submitted by the teachers at the weekly meetings.
3.6.2. The Test Item Sub-Committee has completed eleven multiple choice test papers covering 5 units and 9 ideas.
3.6.3. So far 7 tests were administered to the trial classes. It is our aim to test the main ideas of the Units and the Units as a whole. The results in the first 3 tests have so far been worked out. They are summarised in the accompanying table. Since the average scores are over 50 per cent and the frequency distributions of the scores are by and large normal, the conclusion is drawn that the content area tested in these 3. papers is teachable in the trial schools.

3.6.4. These tests were conducted by Mr. James assisted by Mr. R. B. Panamaldeniya, the Science educator of the District. An added intention is to make use of these test papers as a medium for teaching biology in general and certain biological concepts in particular. The after test discussion conducted by the testing team undertakes this task.
3.6.5. The trial teaching team has decided to conduct at intervals (a) tests of the structured essay tyre. (b) tests of the essay or free response type.

Prof. Basnayake and Mr. S. L. James attended the Teacher Educator Seminar of the Ministry of Education in Nuwara Eliya from the 9th-16th of September, 1967. The Nuffield team presented their O.L. and A.L. materials in Biology, Chemistry and Physics.

Prof. H. Crusz represented the SBP in the Planning Conference of the Asian Association for Biology Education in Tokyo 18th-22nd September 67.

Prof. Basnayake and Prof. H. Crusz represented the SBP at this Conference. Financial support for Prof. Basnayake's attendance at the Conference was very kindly provided by the Ceylon branch of the Asia Foundation. Prof. Crusz is an Executive Committee member of the AABBE. -
5. VISITORS FROM ABROAD
5.1. Dr. S. Sharma of the UNESCO visited the SBP on 22.1.67.
5.2. Dr. M. V. Mayer. Director of BSCS visited Peradeniya on
14.2.68. He was present at two SBP demonstration lessons. His vist was
made possible by courtesty of the Asia. Foundation. Steps are being taken to formalize the borrowing of BSCS materials by the S.B. P.
5.3. Dr. Mrs. N. Senathirajah and Dr. M. Jackson of the Department of Curriculum Study, Ontario institute for studies in Education, Canada, visited the SBP on 21.5.68.
5.4. The following members of the 1968 Nuffield team visited the SBP.

APPENDIX II
REPORT OF THE COMMITTEE FOR THE POPULARSATION
OF SCIENCE
(For the year ending 31st August, 1968)
1. PROJECTS
1.1. Schools Science Exhibition:-The last exhibition was held at Kuliyapitiya Madhya Maha Vidyalaya in October, 1967. The exhibition was from 2nd to 4th inclusive. Thirty-three schools participated. Prizes to the value of Rs. 700/- were given away and Certificates of Merit were awarded to the winners of the various competitions. The chief guests were the Hon’ble Minister of Education and Cultural Affairs, Mr. I. M. R. A. Iriyagolla and Mrs. Triyagolla. Mrs. Iriyagolla distributed the prizes. The judges held that the exhibition maintained a high standard.
1.1.1. Arrangements have been made to hold a similar exhibition at Anuradhapura on 3rd, 4th and 5th November, 1968. It is expected that all schools in the Anuradhapura Educational Region will participate.
1.2. Popular lectures:-Four lectures, in Sinhala, were given at the New Arts Theatre, University of Ceylon, Colombo, as follows:-

20.6.68 - “Science and "Language by Mr. Elian de Silva, Engineer, Electrical Department (Rural Electrification).
These lectures appeared in the Sinhala daily papers. Arrangements are being made to have further lectures in Sinhala, Tamil and English in Colombo and outstations.
1.3. Science Film Shows:- Two film shows were held at the New Arts Theatre, University of Ceylon, Colombo, on 13th and 26th July, 1968, respectively, and, further film shows will be held in the future. It is being planned to have film shows in schools too. We are greatly handicapped by the absence of a film projector of our own.

1.4. Distribution of Science Pamphlets.-Pamphlets containing radio talks on Science subjects in Sinhala and Tamil were distributed among a large number of schools in the Island.
1.5. Essay Competition:—With the co-operation of the Department of Education the Committee is conducting, in all three languages, a Science Essay Competition. The following subjects have been chosen. for the essays:-

1.6. Ceylon Junior Associations for the Advancement of Science:- Steps are being taken to organize Ceylon Junior Associations for the Advancement of Science throughout the Island.

APPENDIX III
GENERAL RESEARCH COMMITTEE
(Annual Report 1968)
Meetings.-Five meetings were held during the period October 1967 to September 1968. The average attendance (10.4 per meeting) was better than in the previous years. One member was unable to attend any of the meetings.
Office bearers:-Office-bearers for the year 1968 were elected at the second meeting held on 26.1.68. Dr. W. R. N. Nathanael was elected Chairman and Dr. P. Canagaratnam was re-elected Secretary.
Union List of Scientific Periodicals for Ceylon:-The basic list prepared by Messrs. R. A. Jayatilleke and M. A. P. Senadhira was sent to all the science libraries throughout the island to ascertain their holdings. Except for the libraries of the National Museum, Colombo, Rubber Research Institute, Agalawatte, and Agriculture Department, Peradeniya, all other libraries have returned the completed lists. Until all basic lists are completed and returned it would not be possible to have our Union List of Scientific Periodicals” published. Mr. R. A. Jayatilleke went abroad in September on a year's leave and Mr. Senadhira suggested that he could send one of his assistants to work in these libraries and complete the list. To do this he would require further financial assistance from Unesco Science Sub-Commission, which had already provided Rs. 2,750/- as grants towards this project.
Directory of Scientific Personnel in Ceylon (D.S.P.):-The Chairman, D.S.P. Sub-Committee, Mr. D. B. Pattiaratchi, reported that in phase I of the above project over 60% of the CAAS members had returned the completed questionnaires. Phase II of this project commenced early this year and questionnaires were sent to other (not CAAS members) scientific and technical personnel in government departments, research institutes, universities, state corporations and private firms. The Chairman, D.S.P., indicated that all the data from the completed questionnaires would be processed and he hoped to have a draft copy of this Directory by the end of this year.
Sub-Committee on Ayurvedic Researchi-Prof. S. W. Bibile, Dr. L. B. de Silva, Dr. N. D. W. Lionel and Dr. R. O. B. Wijesekera (Convenor) were nominated by the G.R.C. early this year to serve on the above subcommittee. This sub-committee was set up to draft a memorandum to be

submitted (through Council) to the appropriate authority on the present state of our Ayurvedic Research. The report of this sub-committee was submitted to Council with the following recommendations:-
(i) that a copy be sent to N.S.C.; and
(ii) that a CAAS deputation discuss this report with N.S.C. in order to recommend to government a plan for future research in Ayurveda.
National Science Council:-The CAAS Council requested the G.R.C. to submit the names of seven persons for nomination to the N.S.C. These persons were to represent each of the disciplines given in Section 6(2) of the N.S.C. Act (Engineering Sciences was added by the CAAS Council to the six disciplines listed in Section 6(2), The G.R.C. recommended that Earth Sciences too should be included as a separate discipline and therefore submitted to Council nominations for each of the eight disciplines.
Research Studentships:-
(i) The Freedom from Hunger Campaign (FFHC) studentship offered in 1967 was withdrawn by the Co-ordinator, FFHC, due to lack of funds.
(ii) The OMSF/CAAS Studentship:—Mr. R. M. Dharmatilleke voluntarily terminated his studentship on 31st January 1968 after having held it for a period of one and a half years. His supervisors reported that he had done well and that the projects he had worked on were completed and published. ۔
(iii) The CAAS Studentship held by Mrs. M. Weerasinghe terminated on 31st August 1968. This student had worked on the following projects during the two year period of studentship:-
(a) “Effect of salinity on the rate of heartbeat of Penaeus indicus;
(b) “Oxygen consumption of Penaeus indicus in waters of the
different salinities”;
(c) “Change of volume in relation to changes in salinity of Penaeus
indicus”;
(d) “Oxgen consumption, percentage utilisation of oxygen and ventilation volume of the crab Scylla serrata in waters of different salihities”;
(e) 'Growth of selected populations of prawns in Fisheries Depart
ment ponds at Pitipane'.
It is expected that this work will be published in due course.
Grant in Aid for Research:-The G.R.C. recommended to Council that the cost of three studentships (approx. Rs. 18,000/-) be included in the CAAS request for funds from the Ministry of Scientific Research.

REPORT OF THE BOARD OF TRUSTEES
No further progress has been made with the headquarters project.
The land in extent acre within the old Racecourse had been formally taken possession of, but the deeds vesting title on the CAAS has not asyet been forwarded to the Association by the Government Agent, W.P.

obtaining funds for the proposed new building.

APPENDIX V
UPPER MANTLE COMMITTEE
The Committee met On twO. occasions.
Prof. J. T. Wilson, Chairman, Upper Mantle Project has incorporated the work done by Prof. K. Kularatnam in the General Report. This had been submitted to the Upper Mantle Project sessions at the International Geological Conference held in Prague. Prof. Kularatnam is presently working on a problem concerning the evolution of Ceylon Laterite in the Upper Mantle.
The Colombo Observatory is maintaining the Seismograph continuously. The Seismograms are read and the results will be published in the Observatory Annual Report.
The Survey Department has commenced work on Crustle movements. It is suspected that there is differential vertical movement in the Kandy area. Precise levelling of an extremely high order is now being done to check this. These results will be incorporated with the work done by Prof. Kularatnam on the Tectonics of this area.

APPENDIX VI
INTERNATIONAL BIOLOGICAL PROGRAMME (IBP).
The International Biological Programme was founded in 1964 to promote the study of (a) organic production on the land, in freshwaters and in the seas, and the potentialities and the use of new as well as existing biological resources; (b) human adaptability to changing conditions. Its main value is in the promotion of basic knowledge relevant to the needs of man. -
Our participation in the IBP was considered by the G.R.C. in early 1964 and with Council approval a National Correspondent was appointed. However, as IBP activities increased it became evident that many research programs could be operated by bilateral collaboration or with the assistance of IBP scientists in other countries interested in similar problems and hence on 26th March 1968 the Council approved of the formatien of a National Committee for IBP and nominated the following to form this committee:-
